I would really suspect a bad film cart before the camera, and the camera before the Rank. Try shooting more film but use a different stock.
How bad is the weave?

The weave is slight but definitely noticeable/distracting. Kind of reminds me of a rocking motion. If the camera is panning it is harder to detect.

I would bet that the two rolls that have the weave is just bad carts. Add to that that super 8 does have some weave already, you are seeing why super 8 has limited professional use. If you want rock steady from super 8 than you need to find a Bolex H8 converted to super8 or even go with a standard H8. Otherwise, we in this limited world of super 8 always run the risk of trying to push the already flawed (but great) technology beyond what it can do. That is really the beauty of the medium.
One question you may want to ask yourself;
Am I a "filmmaker" or a "cinematographer"?
If you are more interested in the technology, then you should strive for a better camera. The next step might be a Bolex H16 or maybe an Arri S.
If your interest is more towards storytelling, you may want to stay with what you have and put your energy into developing your directing skills.
This is not to say that you shold never ignore either, but filmmaking is, at most times, not a solo project. It requires the ability to work in groups.
I would not worry too much about the weave. There are plenty more catastrophes ahead...
